The Council of Elders is a group of Starkind that meets about once every 100 years. While they are not a traditional governing body, their decisions do carry the weight of law within Starkind society. Most Starkind choose to abide by the decisions made by the council.
Members of the council are selected from among the various family groups within Starkind society. How they are chosen is decided by each group. There are usually 70-100 members of the council at any given time.
